A mod by Cernel in which everything is cut to about 1/3

Specifically:
- All productions are cut to about 1/3
- All starting units are cut to about 1/3
- The cost of the city is reduced from 15 to 5
- City cannot be in value 0 territory

More Specifically:
- The productions are so reduced, per territory:
Old : New
0,1 : 0
2,3,4 : 1
5,6,7 : 2
8+ : 3

- The starting units are so reduced, per territory:
0: Reduced the total number of units per territory same values as production above
Exceptions1: Single bireme are kept and single trireme are substituted with bireme
Exceptions2: Single neutral units are substituted with cavalry
1: Kept the greatest number of different units
2: Left the units present in the greatest numbers
3A: Left the most pricey units, if the new total number was integer or rounded down
3B: Left the cheapest units, if the new total number was rounded up
4AB: Left the better defence units, same cases as 3 above
Exceptions: For ships, the point 2 and 3 are inverted

Notes:
The mod keeps about the same gameplay dynamics as the original 1.5 (except that the round 1 attack in best defended Lilybaeum is not worth it, at about 40% success).
