Vyborg, Bessarabia, Baltic States are Pro-Axis neutrals. They have no standing armies.

The political situations, national objectives, and bonus incomes listed on pages 35-39 of the A&A Europe 1940 Second Edition manual remain the same with a few changes listed below.

Neutrals political situation Norway and Denmark are Pro-Allies neutrals. Vyborg, Baltic States, and Bessarabia are Pro-Axis neutrals. Poland and Eastern Poland are Pro-Allies neutrals. 

Nazi-Soviet Pact On the eve of war Germany and the Soviet Union made an agreement to partition Eastern Europe between themselves. Germany may take Poland and the Soviet Union may take Eastern Poland. The Soviet Union may take Vyborg, Bessarabia, and Baltic States on the turn after occupying Eastern Poland. 

Germany political situation Political situation remains unchanged.

Soviet Union political situation Replace the second sentence with: "The Soviet Union may not declare war on any European Axis power before turn 6 unless first declared war upon by a European Axis power or London is captured by an Axis power". 

Japan political situation Political situation remains unchanged. 

United States political situation Replace the fifth sentence with: "If it's not yet at war by the Collect Income phase of its fifth turn, the United States may declare war on any or all Axis powers at the beginning of that phase". 

China political situation Political situation remains unchanged.

United Kingdom political situation Replace the first sentence with: "The United Kingdom, along with France, begins the game at war with Germany. The United Kingdom may declare war on Italy at the beginning of the Combat Move phase of any of its turns, resulting in a state of war between Italy and both the United Kingdom and ANZAC". 

Italy political situation Replace the first sentence with: "Italy begins the game neutral. It may not declare war on an Allied power unless an Allied power first declares war on it. However, if Italy is still not at war with the United Kingdom, ANZAC, and France by the Collect Income phase of its second turn, it may declare war on the United Kingdom, ANZAC, and France at the beginning of that phase. This is an exception to the rules for declaring war, which may normally be done only at the beginning of the Combat Move phase". 

ANZAC political situation Replace the first sentence with: "ANZAC begins the game at war with Germany. ANZAC may declare war on Italy at the beginning of the Combat Move phase of any of its turns, resulting in a state of war between Italy and both ANZAC and the United Kingdom".

France political situation Replace the first and second sentences with: "France is at war with Germany. France may declare war on Japan and/or Italy at the beginning of the Combat Move phase of any of its turns". 

Optional Rules Obviously this being a house rule setup anything is an optional rule. Here are a few ideas I came up with. 

Standard victory conditions would still seem to apply at this point in the game. 

Limited weapons development: Each power does not purchase weapons technology but receives weapons advancements on certain turns. However, some of these weapons developments are limited. In addition, Japan and USA begin the game with marine infantry.
