AAE balance by removing the German bid
The VP goal in AAP is hard-coded and the AI does not know to use strategic bombing to take away VP, so I can't test for balance.
AAR is balanced.
AA50-41 is balanced.
AA50-42 needs a bid of 9 for Russia
AA42 needs a bid of 3 for Russia
AA42-2 needs a bid of 24 for Russia
