Introduction:
It is the year 1940. Germany has expanded eastward and is still on the offensive. All Axis nations are now at war with all Allied nations. All eyes are on Germany - What will their next move be?
Win Conditions:
Total Victory is obtained by an alliance controlling 15 of the 20 VCs at the end of a round.
Economic Victory is obtained by an alliance controlling 400 PUs at the end of a round.
Player Relations:
All Axis players are at war with all Allied players. This map features no diplomacy or possibility to change player relations. Besides the controllable Axis and Allied nations, there are three passive neutral groups and eight active affiliate nations:
- True-Neutral units can be attacked by both Axis and Allies.
- Pro-Axis-Neutral units can be attacked by Allies and moved through by Axis.
- Pro-Allied-Neutral units can be attacked by Axis and moved through by Allies.
- The Slovak Republic and the Kingdoms of Hungary, Romania, Bulgaria and Iraq are all pro-Axis affiliate states and can be financially supported by Germany.
*The Albanian Kingdom is a protectorate of Italy and can be financially supported by Italy.
- Axis powers plan to create an Independent State of Croatia, and this will be done if the Croatian territories are liberated from Yugoslavian control.
- The Kingdom of Greece is a pro-Allied affiliate state and can be financially supported by the Britain.
Rules and Setting: This map uses 10-sided dice.
There are two alliances, 3 Axis vs. 4 Allied major powers.
Order of play is as listed in the Economy and Stats tabs.
Some nations can financially support other minor non-playable nations, as long as these other nations have a Factory on the map.
Battleships and Carriers have 2 Hitpoints and are repaired at start of player turns.
Canals are controlled by single territories marked with boom barriers.
Factories are destroyed upon capture.
Factories can only be placed on 5+ PU value territories.
Factories have a production capacity of 5 units.
Factories have 5 HP, can be strategically bombarded, damaged and lowered in production capacity.
It is possible to escort and intercept Bombers.
Air battles can only last two rounds.
Defending suicide units and munitions do not fire if attacked, but they may be taken as casualties. This is true for Nuclear-Bombs, V1- and V2-Rockets.
Anti-Air and Cruisers have an extra special attack every round, with a 10 % hit chance, against aircraft.
Dive-Bombers have an extra special attack every round, with a 10 % hit chance, against land vehicles and surface ships.
Tank-Destroyers have an extra special attack every round, with a 10 % hit chance, against land vehicles.
Options and Requirements:
Recommended resolution: 1920 x 1080. (Because of the purchase screen size.)
Music can be turned off by unchecking: Game - Sound Options - Start of Your Turn Control.
This map is compatible with Fast and Hard AI, not Easy AI.
Resources:
PUs are used for all unit purchases. Territories worth 1-4 PUs have silver markers. Territories worth 5+ PUs have golden markers and are able to hold a Factory.
Allied Convoy Zones provide PUs for many Allied nations as long as they are under control.
Iron comes from iron deposits and is required to purchase ships and land vehicles.
Fuel is used by ships, land vehicles and planes to move. 1 unit moving to an adjacent territory consumes 1 Fuel. Planes are an exception to this rule, as they always consume Fuel equal to half of their full potential movement.
Colonial Recruitment (CR) comes from controlling specific territories and is used to purchase colonial infantry units. Several Allied nations plus Italy can make use of this resource.
Schutzstaffel Recruitment (SS) comes from Axis controlling specific territories and is used to purchase SS infantry and tank units. All SS recruitment is done by Germany.
Soviet Officials are created by Commissariats. Officials are used to create Commissars who can inspire USSR Infantry units in battle.
Some resource deposits around the world are claimed by specific nations from game start. Friendly nations will automatically hand over these resources if captured from enemy forces.

Fall 1941 (Round 7) Bulgaria gains access to German military equipment.
