Victory Cities are used to determine victory conditions.
Property Interactions:
- victoryCity - A territoryAttachment option that defines a territory as being a Victory City
- Total Victory - Currently hardcoded to 18 VCs
- Honorable Surrender - Currently hardcoded to 15 VCs
- Projection of Power -Currently hardcoded to 12 VCs
The victory conditions related to VCs will be configurable at some point.
