Karl Belangers World War III Scenario

Introduction

There are 5 powers. The action takes place in the late 1980s.

The Communist powers are still strong, but need money. And fast! Some Third world country asks for some support from USSR in local conflict. They still believe in "Revolution", but want to accelerate the way for the rest of the world.

The Middle-Eastern countries, lead by Kadhafi, Hussein and the Royal Family of Saudi Arabia, unite themselve into a Big PanIslamic coalition. They are not really strong, but they got significant economic power from oil reserves.

China and India sign a pact of alliance, and are soon joined by Indonesia, who refuse to join the Islamic coalition. Comprising 3/5 of the world's population and it's easy for them to raise troops. However, they are economically poor, due to overpopulation.

There is a crisis in NATO (Commonwealth) coalition. Mounting debts mean they can't support a war themselves. This is why the link between NATO and the USA is still strong. But not enough to get only one Commander in Chief. The Commonwealth powers still follow the lead of Great Britain, in the name of democracy and liberty.

The USA is also in a monetary crisis. But the end of the economic war with Japan (who are really scared by India-China coallition) means a strong link between Japan and the USA, with a pact signed to help defend the Islands in case of attack.

Special Rules:

NATO, because of it's inherrent "pacifistic" nature, CAN'T attack any power if that power has not attacked NATO first, nor can NATO attack neutral countries. However, if NATO is attacked by a major power, USA may declare war with that power. But NATO may NOT declare war with any power that has attacked the USA if NATO is still neutral (at peace). USA CAN'T attack any major power if this country is still at peace, but they can attack a major power if this power has aggressed against any other country, including neutral territories. USA can also attack any non-european neutral country. If USA is in peace and if they were attacked, NATO declare war with this country. But if USA declares war with a country who did not attack them first, NATO cannot declare war with that power (unless that power has attacked NATO itself.) Of course, USA and NATO can't be at war with each others. The 3 other powers do not have any restrictions regarding attacking.


Neutral Special rules:

When a neutral minor country is attacked and resists, you should throw dice to see with which Major Powers this country goes, or if it stays neutral. A country attacked by USA can't go with USA or NATO, etc... When a neutral country is attacked, you should throw dice for the remaining neutrals on the same continent. They will never go over to the attacker. When you got an impossible result, throw the dice again.

When a neutral resists an attack and stays neutral, they immediately rebuild all the units they lose at the end of the attacker's turn.

Remark

As you may understand, there should be at least 4 to play this game. But it's funnier to play with 5.

Questions and Answers

> First I have to say that the board is VERY crowded in the beginning. Is it > possible to start with less troops on EITHER side?

No, you can't. This is going to affect the powers of poor country too much (China and USSR), and this is also going to affect the realism of the game. It's true, the board is crowded. But we are in 90's, not in 40's!! We usually use two plastic unit set to play.

>Question: can the US and NATO NEVER attack a country if this county > stays neutral. And if this country IS ATTACKED I guess that NATO still > cannot attack: NATO itself was not attack and the country did not attack > the US. And the USA cannot attack because this country has not aggressed > against an other country.

NATO CAN'T attack any Neutral country, minor or major. NEVER.

> So: Never attack a country and you can never, never, never, never be > attacked by the USA or NATO.

You are right. But you can be attacked by China or Arabia or USSR.

> Or: if you have attacked a country and THEN the USA attacks you NATO can > never, never, never, never attack you.

UNLESS USA and NATO became allied. They became allied when they are at war with a same coutry. Let's see your game...
