World at War Lend Lease Changes

Rules for Lend Lease stays the same for minor powers (since all they can really produce is Infantry anyway) but for Major Powers it is Different.

The USA player gives whatever amount he wants to the Major power. The Major Power receives the full IPC but keeps it separate for his main pile. During the major powers turn, he buys lend lease units with lend lease dollars. Keeping them separate, at the end of the turn places them at a USA Factory. The Major power on his next available turn places the lend lease units on a USA Transport. The USA Player moves the goods on his turn, and the Major power must then unload it on his turn. What this does is expose shipping to U boat intervention if the German player can do it. Attacking the Transport is not considered an Act of War and USA is not allowed to escort the Vessel.
